Add mocks that matches the mocking structure of existing evaluations tool mocking for Coded agents

• add the ability to mock tools
• add the ability to use the mocking description to mock the tool during execution
• the mocking should work consistently on tool calls and should consider the times it is called etc to mock appropriately.
