Add Configuration to Handle failed request reconnect tries

To address failed request, Plugin should have a configuration , which should try to reconnect x number of times to the end point. If connection succeeds then response will be sent to client side else, appropriate error msg should be set.

Would be a nice to have feature, so we may want to re-file the feature request after the code is migrated.
