Update cesride to support CESR v1.1 code tables as presented on the meeting 30, Nov 2023 #160

CESR code tables have been updated and were presented by Sam on 28, Nov 2023 on the ACDC call. Tenuously agreed to refer to this update as CESR 1.1 as it will have some breaking changes with CESR1.0 as implemented in cesride in the past. This commit is the start of the work to integrate those new codes into keripy. The standard will also be updated and linked to this issue once its ready. A discussion has been started here revolving around this change.

However, creating this issue now as I took a stab at updating some of the tables in able to get started on this particular work for cesride. Will push a draft PR and try and figure out the issues needed for cesride to maintain parity with keripy and the rest of the associated toolset.
