ZOUT Health Protocol ®

This very simple protocol would make other applications implement an endpoint, which will provide information about the application.

There are three statusses:

• working -> everything is fine
• failing -> the ZOUT endpoint still works, but the application has self-detected something wrong (500 responses etcetera will automatically become this)
• offline -> ZOUT could not reach the application

It remains to be seen if this is useful or not. Some applications might use it (e.g. Tab/Tap), but I already know the Hydra API will need a custom checker and thus won't be able to use this.
