web-components release 0.97 makes inconsistent assumptions about Concerto #329

Description
The 0.97 release of web-components makes different assumptions about Concerto and may not be stable. ui-concerto uses Concerto 1.0.0-alpha.3 but the contract editor uses Concerto 0.82.
Also, as the time of this writing, no Accord Project template has been migrated to Concerto 1.0.0 so it's likely that some of the corresponding models will not load properly in release 0.97 of ui-concerto.
