`autoscalinglistener` is missing `ownerReferences` to the `autoscalingrunnerset`

To Reproduce

Normally deploy the ARC controller and a `autoscalingrunnerset` (With the provided helm chart).

Describe the bug

In ArgoCd the autoscalinglistener is not present in the UI of ArgoCd because it is missing the ownerReferences field.

Describe the expected behavior

In ArgoCd the autoscalinglistener contains the ownerReferences field linking it to the autoscalingrunnerset
