What is the request?

Add an option to the scrolling_label dict of the media widget, always_scroll (true by default), so that the scrolling behavior can be disabled when the label is shorter than the max_field_size. That is, when true, it behaves the same, but when false, the label only scrolls when the label length exceeds max_field_size.

Why is it useful?

When the label is shorter than max_field_size, but it still scrolls, it ends up being harder to read and defeats the point of the scrolling.
