Not working in an element with Visible overflow

well,
sorry if its a dumb thing/question. im a noob. so im triyn to use the dragscroll with "overflow:visible" element and dosent work.. when i use "overflow: auto" works perfectly. but in this case i really need to use it with visible overflow.

What im missing?
