Upgrade dehydated to latest version from master to fix staging redirects

We need this commit to follow redirects from dehydrated:
dehydrated-io/dehydrated@7a0e71c

The Let's Encrypt staging environment is now returning some redirects in
the chain, so http://cert.stg-int-x1.letsencrypt.org/ is redirecting to
https://letsencrypt.org/cert.stg-int-x1/
