Backend: Rust Change Local Setting

Implement Backend Support for Changing Local Settings

Enable functionality in the backend to support updating the local setting (e.g., location preference, language, or regional configuration) for a user or system context. This will allow the frontend to persist user-specific or environment-specific settings through API calls.

Acceptance Criteria:

• API endpoint available to update local settings (Grpc)
• Validation of local request key
• add new field in create/update admin user where they can select the locale for themself.

User Story:
As a user, I want to be able to change my local setting so that I can see data in my preferred language/region.
