Add support for notifications via AWS Chatbot

There are other issues here (e.g., #92) that deal with this codebase not supporting recent 2024 updates to Teams webhooks. Perhaps, instead of supporting Teams directly, support for AWS Chatbot as a notification pathway could be added instead? This would remove the vagaries of Teams and Microsoft changes by offloading that to the AWS Chatbot service.

Thanks for the suggestion. We recommend managing Health notifications with AWS User Notifications (natively supports Chatbot today).

User Notifications will also be the new mechanism for delivering the default Health event emails you receive, so it's good to check out how these features combine to provide granular control of which notifications you receive and by which endpoints
