[BUG] Python 3.9 is EOL in 6 months, it's still widely referenced

Describe the bug

Obviously people can chase this on their own, but with the EOL of python3.9 coming, it might be good to bump the runtime references in this project if it's still active

Agreeing with @jdnurmi, either a version upgrade for Python or let users know that the SRA templates no longer maintained.

We're now getting messages from AWS telling us to upgrade.

Can we get an update on whether these Lambdas will be updated or steps we can take to update them ourselves?
