Ability to reinstate a frozen lease to an active lease #42

Present State:
Currently, when a lease reaches the frozen threshold, the account is frozen and the sandbox user will no longer have access to the account. The frozen account can only be cleaned up or ejected out of the Sandbox OU.
Feature Enhancement:
In the next release, the product will add the ability for a manager or admin to recover a frozen lease to an active lease. They can reinstate the frozen lease and increase the budget and/or lease duration limits, which will allow the sandbox user to access the account again and continue their learning / experiment. This enables better flexibility around freezing and unfreezing of a sandbox lease, depending on the needs of the business.
