Add ResultReuseConfiguration parameter to Athena query

This was originally requested under #2511 but nothing ever happened.

It would be good to be able to use the native ResultReuseConfiguration as described in: https://boto3.amazonaws.com/v1/documentation/api/latest/reference/services/athena/client/start_query_execution.html

I appreciate there is a caching capability, but just being able to pass the parameter to the API seems like a simpler solution.
