FR: Add package_metadata

This module should add package_metadata and rules_license information to the REPO.bazel file of the pulled debian packages similar to how gazelle does it for rules_go: https://github.com/bazel-contrib/bazel-gazelle/blob/85aa3a252a580bafc6d0b02ab7a462c9ff859612/internal/go_repository.bzl#L428-L453
