Consider having a step activation full screen without layered modals #469

Expected behavior
Currently the onboarding setup is a little easy to get lost in, but there are essential things needed. I would recommend following products within WordPress that have a full-screen modal setup, including a progress bar for steps so people know where they are going. There are steps later but at the start it's hard to see things with multiple buttons.
Actual behavior
As shown here this button is a lot to digest and this screen could be done within the WordPress experience over have a modal on top. This would create a more unified experience flow, also be more accessible.
Workaround or possible solution
I am happy to provide sketches for this flow using existing WordPress components and following the experience of other plugins.
