Render collapse/expand preview arrows always at the top right corner #1423

Is your feature request related to a problem? Please describe.
The current preview panel has an icon that you can click to expand/collapse the are (the full area is clickable but the icon is what we expect users to click)
It currently has a weird behavior where it moves from top to bottom when you interact with it.
This was reviewed by UX and they agree it should always be at the top.
Describe the solution you'd like
When expanding and collapsing, the icon should remain at the top right corner.

This was observed while using Desktop Modeler version 5.37.0 and SaaS WebModeler
