Unfreeze spec test commit

Hi!

I think I noticed we freeze the commit of the spec test here https://github.com/bytecodealliance/wasm-micro-runtime/blame/main/tests/wamr-test-suites/test_wamr.sh#L539

Do we know what's the reason for that ?

I think this testsuite is evolving with new tests so I wonder what's blocking us there

I am not sure but I would hope we could've prevented issues like #4457 if we had WebAssembly/spec#1899 for example

There is no particular reason for freezing the commit of the spec test at f3a0e06235d2d84bb0f3b5014da4370613886965 or any other specific commit. It is more of a strategic approach. Periodically (ideally) or based on requirements (usually), we update the commit to the latest one available at that time. It has been six months since we last synchronized with the spec repository, which is a bit too long.
