Set up instructions for different IDEs

I use VS Code for my Fortran development. It would be good to have some guidance on how to set up different IDEs for Fortran, useful extensions to use etc.

If people who use different IDEs want to contribute some guidance then comment below!

We now have some VSCode and Emacs setup instructions which could be checked by other users.

Other IDE setup instructions are welcomed if you use a different IDE.
