RFE: Capability to deactivate the metrics endpoints

Some users may be interested only by the Boards system provided by Monocle.

Monocle could provide a configuration toggle to deactivate the metrics. Then:

- metrics endpoints return a forbidden error
- the `about` endpoint returns the mode
- the UI reads the mode and limits the display to the board only
