CODEOWNERS required approvers bug

Here's my CODEOWNER file

* @XXX1 @XXX2 @XXX3

[TXT][2]
*.txt @XXX1 @XXX2 @XXX3

[Documentation]
*.md @XXX3

When i create a txt file, i got that report :

For TXT section i should have at least 2 Approvals.

Yes, when you specify direct codeowners for path/file, it overrides section config.
