latest makes sense to me, too. If we are adding additional packages via apt to the runner then maybe we could see some issue(s) due to the version change, but it doesn't look like we are doing that in any workflows here.

#11101 The Ubuntu 20.04 Actions runner image will begin deprecation on 2025-02-01 and will be fully unsupported by 2025-04-15
