Network option for bind address

I recently configured this manually, binding to 0.0.0.0 so I could use the web chat from my phone. Might be a nice option to expose in the UI.

As far as I know Javalin binds to 0.0.0.0 by default, in fact I have been using it on my phone without adjustments.

Doesn't mean I think it is a bad idea, if anything we should bind to localhost by default and let the user widen that scope if they really want to.
If we do make this an option we do need to make sure the description is really clear on what it does.
