Windows: Chrome window open fix

I downloaded the latest version of phpdesktop and the truth is that it has better performance, however, there is a bug that happens if you run the program twice, since when you do this the chrome program skips, which did not happen before. Previously, running the program twice showed the same program window.

I would appreciate if you provide some way to solve this problem, as it makes the program less like a desktop one.
