PubSub: New Dapr component native Solace PubSub+ #4037
Description
Currently Dapr supports Solace AMQP using the AMQP protocol to connect to Solace PubSub+ brokers. This is sufficient for cases when users want to use AMQP support but lacks features for Solace users when they are using other protocols.
A new Dapr component should be created to natively support Solace PubSub+ and the Solace Message Format (SMF) in message brokers. Docs: https://docs.solace.com/API/API-Developer-Guide-Go/Publishing-Messages.htm
