SPDX License data out of date

The SPDX license data should be updated. Latest version is 3.26, while the version used is 3.13 from May 2021. Many newer licenses are missing (e.g. Unicode 3.0)

This might not be an easy update according to @isoos many things have changes

This is probably low priority for us right now.

We might even want to source out to https://github.com/google/licenseclassifier or similar at some point.
