Dart 3.10 @Deprecated annotation

There is a new @deprecated annotation. Sync with Sam Rawlins who created the feature.

Also, some auto-generated text related to this annotation was added in #6852. Take a look for more details.

The new annotations haven't landed yet, but I'm confident we can land them for Dart 3.10.
