das3 stream text converter needed

To satisfy requests on a das supported project, a general tool to convert binary das3 streams to text das3 streams is needed.  The command line utility to do this will be named:
```
das3_text
```
and has yet to be written.  

Only the top level code is required, as of 2025-04-29, all library code necessary to implement the application already exists in the head revision.
