cp1252 loses pronunciation of some characters

Using 25.2.1-dev, the cp1252 encoding doesn't pronounce some characters that the mbs encoding does. For example, the Đđ (crossed D) stays silent, however reads fine in 25.1.1. Not sure if this encoding change fixes anything for anyone, but would appreciate the option to use mbs for those would prefer it.

Yea, you're right. the problem is that MBS is not an encoding, just says "use the system user encoding". Some users on windows 11 reported issues because the standard encoding does not match the encoding supported by the TTS. That's the reason for the change.
I've been thinking about that, because I don't understand why python replaces many symbols by "?". Even when the user encoding is cp1252, the behavior between MBS y cp1252 is different.
I will look for a solution, and if I were unable to find one, I will add an option to use MBS or cp1252.
