In the makefile,

BOOSTLIBS_UTF=-lboost_unit_test_framework-mt

should be changed to
"
BOOSTLIBS_PO=-lboost_program_options
BOOSTLIBS_UTF=-lboost_unit_test_framework
"
for the current version of boost.
