[Bug] NPCs move even if they're not supposed to

Fishing spots like the ones in Barbarian Village `?cx=3114.95&cy=3.8&cz=3434.89&p=-224&y=1493&v=1` or near the Lumbridge Swamp `?cx=3250.81&cy=8.59&cz=3156.23&p=-391&y=1534&v=1` move around like other NPCs.
If you can't find it, disable then re-enable NPC drawing.

The cache I'm using is `osrs-221_2024-04-03`.
