Check that OpenApiSpecGeneratorPlugin is after ApiCenterOnboardingPlugin #93
Description
We added support to generate and upload an OpenAPI spec when the OpenApiSpecGeneratorPlugin is used with the ApiCenterOnboardingPlugin.
If the OpenApiSpecGeneratorPlugin as not placed before the ApiCenterOnboardingPlugin a spec will be generated but not uploaded to API Center and no warning is produced.
We should highlight this scenario with a warning.
