[Bug]: Language issue when installing a language pack

What happened?

In the release notes for v10.1.0, it is stated that the language pack management has been fixed.

However, when trying to install the fr-FR language pack on a clean installation of v10.1.1, only a few words are translated (package downloaded from https://dnncommunity.org/Extensions-Ecosystem/Languages)

I tried to disabled the default en-us language and keep only the fr-FR but it doesn't change anything

Steps to reproduce?

1. Install DNN 10.1.1
2. Install and enable a language pack

Anything else?

In "Affected versions", I selected version 10.1.0 because there is no version 10.1.1 in the list but the test was done on the 10.1.1 release

Update: It seems that content is being translated on pages like on the user's profile page. Perhaps the issue is only with the admin menu
