Add "hacktoberfest" label to Aspire repo

Many other dotnet repos (e.g., https://github.com/dotnet/runtime/, https://github.com/dotnet/aspnetcore, https://github.com/dotnet/roslyn) have the "hacktoberfest" label (https://github.com/topics/hacktoberfest).

Adding this label to the dotnet/aspire repo would allow community-contributed PRs to count towards Hacktoberfest goals.
