NuGet.Config Credentials Ignored during dotnet restore

On a given machine, dotnet restore throws exception Winrt exception was thrown during GetTokenSilently '(pii)' when attempting to authenticate against an AzD Artifacts feed and ignores (encrypted) credentials present in the NuGet.Config file (even when the file is explicitly indicated using the configfile switch). (I should add that the encrypted credentials in the NuGet.Config were saved by the same account attempting to do the dotnet restore, so no issue there.)

On a similar machine, the NuGet.Config is respected as expected (even without the configfile switch), and the command succeeds.

To some extent, I'm curious as to what could be causing the error on the failing machine; but, more importantly, how can I tell dotnet to not attempt authentication via the CredentialProvider and, instead, use the credentials in the NuGet.Config?

Update: This is working for me now.

• From this discussion I found that deleting C:\Users\{username}\.nuget\plugins\netcore\CredentialProvider.Microsoft and C:\Users\{username}\.nuget\plugins\netfx\CredentialProvider.Microsoft uninstalled the CredProvider and allowed the nuget.config to be respected for whatever reason.
• I also did a dotnet nuget update source {AzD Artifacts URL} --username dummyName --password {pat} for our two artifact feeds. I had done a remove and add with nuget rather than dotnet nuget before creating this discussion, so I don't know if that was part of the magic or not.
