dss.hpp: evaluate adding COM wrapper classes (for using the official OpenDSS)

Much like DSS Python can be used to compare with the official COM implementation directly, adding a C++ wrapper that unifies the APIs (to a comfortable level) would make comparing/validating results more easily.
