Is Fast-DDS-Python capable of dynamic type bindings?

I was reading through the example here and attempting to mirror it using the Python bindings has been difficult.
I see that the API can load .xml profiles, but I don't see any functions to dynamically build the type (such as with get_dynamic_type_builder_from_xml_by_name().

Is dynamic language binding a feature in this Python API? Or am i misunderstanding how to implement it?
