ESQL: Add function tests that randomize EsqlConfiguration #107997
Description
The tests for EsqlConfigurationFunctions always use the same test configuration.
We should add test cases that randomize this; e.g. it's important that to_lower works in all locales, and date_extract does the right thing in all time zones.
