Define a new kind of metric that represents the histograms in a flow metric fashion, create histogram metric type

Create a new Histogram metric and prove how it can works on exposing batch `events_count` metric percentiles.
Mainly a proof that histogram can work on the existing Logstash instrumentation infrastructure code.
