Add ability to report issues starting from the specific revision

It will be great to have the same feature golangci-lint has, that gives ability to report the code starting from the specific git ref:

  new-from-rev: HEAD
  # Show only new issues created in git patch with set file path.
  # Default: ""

What's the purpose of such a thing, what's the use case? (how can it be useful?)

The only option that comes to my mind is the simpler option of adding a linter to an existing project. But this can be done by adding bad dependencies to the config (allowing them explicitly), and marking them with a comment for later fixing (ideally with a task number in jira, for example).

Example:

it's a valid approach, but it doesn't scale. If a project has a lot of files and a lot of devs, devs can continue to violate the desired state. So it will be good to enforce the rule starting from the specific commit

I agree, usecase is valid.
I maybe will implement this in v4

I think it could be implemented roughly like this:

• running the dump-notices-as-checkpoint command
• it checks the project with current settings and commit, saving found errors as an array, example [{gate:handler, dependency: repository, injector: main, component:["x", "y]}]}].
• this is saved as a file, and you can commit it to a git branch.
• When check command executed, it will read the optional file and will ignore the errors it already has in it
• this will allow seeing only new errors that have not been recorded in this file.
