Excluded GNU AS and GNU LD

Excluded the need for GNU AS and GNU LD configuration in
the Toolchain settings, as these configurations have now
been transfered to the GCC driver.

Issue: foss-for-synopsys-dwc-arc-processors/toolchain#421
