Introduce labeling or extension for non-editable terminology resources

As outlined on https://docs.ehealth.sundhed.dk/latest-released/trifolia/usermanual/index.html#_blacklistet_terminologi it should be marked on the specific terminology resources using labels or extensions if they are not subject to be editable.
