Document the OperationAuthoriser hook

The OperationAuthoriser "is a GraphHook that checks a user is authorised to execute an operation chain". This is potentially very useful but it is not covered at all anywhere in the docs or in the previous edition of the docs.

This hook should be documented, probably in the Store Guide.
