As pointed out by Matthias Aßhauer in git-for-windows/git#5625 (comment), the `msys-assuan-0.dll` file is included in `libassuan` only for backwards-compatibility. Let's exclude it unless it is needed. Signed-off-by: Johannes Schindelin <johannes.schindelin@gmx.de>

msys-assuan-0.dllfile is included inlibassuanonly for backwards-compatibility.Let's exclude it from the installers/portable Gits unless it is needed.
