Implement `but stack`

Something like but stack <my-branch> <other-branch> that rebases my branch onto another into a stacked branch

Thanks for offering to work on this, @imskr, it's much appreciated!

That task would very much benefit from #11195 , which would in theory allow to describe the operation very concisely, with all the hard work being done automatically.

If you want to start, and to be setup for success, I think this task needs analysis, as some pieces could certainly be put into place even without #11195 being available. We could do that together on a call even, or over a coffee somewhere in Berlin :D.
