Allow concurrent view-only access in Flow Editor

Description
Currently, the Flow Editor only allows a single user to be on a flow. When a second user attempts to open the same flow, they receive a pop-up with two options: Go Back or Take Over. This makes it difficult for multiple team members to reference the same flow at the same time.

Solution

• Allow second users to view the flow in read-only mode.
• Disable editing for view-only users.
• Indicate the view-only status with a banner.
