New command: `test`

[jolo-dev]

Add a new command test for functions or within a Monorepo.

Please, decide for a good test framework and test runner ([Jest](https://jestjs.io/ is a good way to go) and consider to add good testing library for AWS-services.

Also add a test run in the PrePush.
