Mysterious `run_code` Tool

Why does ADK offer a run_code Tool to the LLM, and then fails to run it - even though I've never declared one?!

Seems to be system prompt hijinks at the Gemini API level. On the ADK side, we can try to gracefully skip these tool calls and see if there is any configuration we can do to Gemini.java's calls to the GenAI SDK. If the latter isn't possible, the next path forward is to raise this to the GenAI SDK team.
