Improve community support response templates on GitHub Issues

Together with @ljacomet and the Gradle support team, we're working on providing better response templates and processes to:

• be more concise
• provide actionable investigation / contributing guidelines when possible
• provide more insights about the following stages and steps for feature requests, bug reports, or regressions
