Add tracking events to search input box in developer portal #2254

Why?
To see how the search is being used on https://grafana.com/developers/plugin-tools/.
How
Add RudderStack events similar to how we do it in the web catalog https://grafana.com/grafana/plugins/
It is enough to add tracking for https://grafana.com/developers/plugin-tools/ only, no need to add it to all developer portal subpages.
Things to consider
Debounce properly to avoid sending tracking requests on every input key stroke.
